heres the story; march 2011

I was apprehended by a Pasay Traffic Enforcer for reckless driving while driving less than 40 khp in the intersection of Macapagal Blvd - Gil Puyat Ave (vicinity of World Trade Center).
I am in the middle of the intersection driving north bound when I barely noticed a traffic enforcer from the other side (Gil Puyat Ave) signalling me to stop. I was the flagged down by the enforcer after I crossed the intersection and was asked why I did not stop. I reasoned that I am already in the middle of the intersection when I noticed him and I have to continue to avoid impeding the crossing traffic. "Sir, pag nag signal kami ng stop, huminto na kayo kahit nasa gitna pa kayo" was his answer. I am not sure which is more reckless, to stop in the middle of intersection or drive safely clear?
Further, I told him that his location is not on the vantage point for motorist driving north bound and he should be in the middle of the intersection directing traffic. "Bakit doon ako sa gitna e kung mabangga pa ako doon" was his stupid answer.
After I handed him my license, he scrutinized it for more than a few minutes implying that we can make an arrangement to settle it out. I opted not to take his bait to bribe him, instead I scolded him of his scrupulous modus operandi. "Pag ka ganyan titicketan ko na lang kayo" was his final decision and never talked again except in instructing me where to redeem my license. I was never informed of my violation, I learned it only from the violation ticket he handed me.
Another motorist was also flagged down by his buddy enforcer for the same violation.

thanks........

does guys where reported several times already and seems nothing would ever change. this enforcer was always the one's whose hiding under the sun and find a right timing to show up and do their job "corruption".

a photo of this crook will soon be posted for we are still working out if the man stationed their was the one you are referring.

it was advisable to at least voice record this criminal if they are the one starting to settle a violation which has no proof.

don't give your license unless you agree for the accused violation that they says, still stay in focus and quote that they are not always right!

also, it still advisable to report this to MMDA for "statistic data".

SAMPAGUITA BOYS / KOTONG COLLECTOR OF JEEPNEY AT SHAW. BLVD

kotong boys dress up as a sampaguita boys for enforcers corruption of colorum jeepney along shaw. boulevard bounding from crossing to tanay and antipolo.

this was to obvious and all the jeepney drivers have no chance to escape on this scam bag.

1 pieces of sampaguita cost for 20 pesos. this is a safe act of corruption because of they use other item (over price) to give to the driver forcibly to get the loot money.

you will only notice that this was a common buy and sell transaction. but the driver doesn't want the sampaguita.

if the enforcer have seen that the driver has a sampaguita. this will be a sign that the driver is already paid.

1 sampaguita (20 pesos) will dry within the day. therefore 1 sampaguita a day for 1 driver.

HOW TO DEAL WITH COP WITH A SEARCH WARRANT

THE POLICE ARRIVE WITH A SEARCH WARRANT

a. Do not allow them to enter the house, politely informing them to comply with the warrant.

b. Carefully read the warrant.

c. Inform them of the name and address of your barangay representative and a known local resident.

d. Inform the police that entry will be granted once theses witnesses are present.

e. Once the witnesses arrive, ask the supervising officer who he has nominated to carry out the search, then request that your witnesses are allowed to search that person.

f. If the supervising officer nominates two searchers, then politely point out that the warrant is addressed to any police officer in the singular, therefore the intent is that two witnesses are with the searcher at all times. Should the supervising officer argue this point, you may quote Section 7 of Rule 126 of the Rules of Court whereby you must also witness the search, and you can only be in one place at one time.

g. Insist that the nominated searcher wear gloves and that any incriminating material discovered be tested for your fingerprints

h. Once this has been sorted out, grant entry to the nominated searcher plus the witnesses. Inform the supervising police officer that in order for them to comply with the warrant, all others must remain outside until the search has been completed.

i. Note what item(s) are nominated on the search warrant. No other item may be seized other than that for which the warrant is issued.

j. Should a prohibited drug be found, telephone a very good attorney. The police have only discovered evidence of a possible crime, and have not witnessed a crime in progress, therefore you are not obliged to go with them at that moment. You could request to wait for your attorney and use the time to put your affairs in order. The police have to complete a lot of paperwork, then appear before a judge to obtain a warrant of arrest.

HULIDAP COP

A 28-year-old woman accused Manila cop taking away P30,000 from her that she was supposed to have used to pay for her hospitalization, allegedly because she was a snatching suspect.

Alicia Sigua, a native of Tarlac and resident of G. Puyat Street in Quiapo, filed her
complaint on Monday against Police Officer 2 Victor Canda the crime.

The cop is assigned to Station 4 of the Manila Police District (MPD), where Sigua tried to file her complaint. But on the way in she saw the cop on board his motorcycle. She tried to flag down him down, but the cop sped off.

Sigua decided to go to the MPD headquarters on United Nations Avenue in Ermita instead and file her complaint with Police Officer 3 Reginald de los Reye at the General Assignment Section.

She said the cop took the money from her last Saturday. She had just withdrawn the cash from a Western Union Branch on Morayta Street in Sampaloc at around noontime.

She said that the money had been deposited by her relatives to be used in her hospitalization.

She on her way home when Canda accosted her and told her that she was suspect in a snatching case. The cop then frisked the woman and took the money, including the receipt from the Western Union.

MPD probers had already invited the policeman to explain the incident. If he fails to present himself before the authorities on or before Tuesday, the MPD will file administrative and criminal charges against him.

When they get to the policeman, that abused his authority to steal the woman's money, all they will do is take 25,000 pesos of it from him and protect him.

YELLOW LINE BOY'S AT GATE 5 SOUTHBOUND

PRIVATE VEHICLE BEWARE ON THIS AREA,

NO PRIVATE VEHICLE ON YELLOW LANE ESPECIALLY ON BUS STOP

A bunch of MMDA with motorbike along side of the bus stop is waiting for all vehicle came from connecticut that will surely use the bus stop lane to pass through is the most common mistake and income of this MMDA,.

Vehicle came from the connecticut st. especially does cars that goes to the Petron station will use the bus lane in this area.

Whereas on the end of the pink fence lies a bunch of morons waiting for a nice cars to goes in their trap, common is the rich people from greenhills who uses connecticut to go to edsa.

It is difficult to goes in the inner lane especially if you came out from the corner with a help of Buses blocking your way. drivers knows its more cheaper to pay for a MMDA rather than have an accident.

That why They are the most common victim of this MMDA Yellow Boy's, it's good they apprehend the violator, but can an MMDA issue a ticket to a rich car owner or should i say that will a rich car owner will easily get a ticket or will the money goes on with it.

This will be a big issue's for motorist who knows the MMDA Mission & Vision.

We notice in this area was,

Why does the MMDA are in the Area in the evening before they timed out in their duty.

Why theirs no enforcer in the Petron station to control the traffic in the bus stop, but their are almost 7 enforcer waiting at the end of the bus stop waiting for a bait.

Is theirs no MMDA along that area to help motorist not to force to go to the yellow lane.

All this MMDA in this area are pin pointed by the bus driver's as the crook of the road, if they can only hit them directly along the way, it will be the most best things happen in this area.

especially the RED HONDA SCOOTER is the best of the crooks,

MMDA ABUSE OFFENSES

MMDA abuses so many Traffic Violation

If any of these abuses seem familiar to you, you should call either the MMDA hotline (136) or call the METRO BASE at 0920-938-9861 or 0920-938-9875 and ask for an Inspectorate. They will send inspectors to the place where these MMDA officers are extorting, even while you are arguing out of your apprehension.

1. MMDA officers are not allowed to group together in order to apprehend.

They are not even allowed to stand together in groups of 2 or more. The only time they are allowed to work together is for special operations (probably when they apprehend groups of buses for smoke belching);

2. Swerving IS NOT a traffic violation. Moving one lane to the left or right is not swerving, no matter where on the road you do it. And it is even less of a violation when you do it with a signal. Swerving is defined as shifting 2 or more lanes very quickly. So you can argue your way out of this, and call the Metro Base for help;

3. Sadly, using the yellow lane is a traffic violation and will get you a ticket. However, buses are really not allowed to go out of the yellowlane, so if you see selective apprehension of private cars only, you may complain;

4. MMDA has confirmed that your license MAY NOT BE CONFISCATED at a traffic apprehension. The only time they can do so is if you are part of an accident, or it is your third violation and you have not settled your fines yet. They are only allowed to give you a ticket, which you can contest. He recommends actually receiving the ticket in some instances, so that you can report the officer who did it.

Also, you are free to ask any of these officers for their mission order, which is written by their supervisor. If they apprehend you for a violation that is not in their mission order for the day, you can report them and they will receive disciplinary action.

Now you know a bunch, you may now go out and drive safely
